This game still has many bugs, and a lot of features that need to be reworked, and to ask for a feature to simply make tool-tip screenshots seems like a waste of time for the development team to even consider working on, even if you think it could be easily implemented. I don't know of a single standard picture viewer that wouldn't allow you to easily crop down to tool-tips. This is a very low level problem, mostly due to the fact that the same thing can be done (on windows) through a multitude of extremely simple and effective programs. If windows doesn't have a native screenshot cropper, then I guess I understand more, but this seems like a very nit-picky idea.
